City of Victoria
Following an extensive participatory planning process with the community, the City of Victoria outlined a Development Concept for the Dockside lands, articulating twelve guiding principles. These then became the basis for a 2004 Request for Proposals (RFP), calling for a balanced triple bottom line of social, economic and environmental performance.
Windmill Developments and Vancity Enterprises were unanimously chosen as co-developers based on their exemplary fulfillment of the triple bottom line approach.
The co-developers have since forged a collaborative relationship with the City and earned the trust of the Victoria West community. This has expedited the approval process and encouraged the neighbourhood to embrace the large development at its core with excitement and anticipation
